IRCC updated its instructions for employer-specific, LMIA-exempt work permits for certain Quebec Selection Certificate holders already living and authorized to work in Quebec.

What happened?

IRCC refreshed the A73 International Mobility Program instructions used to assess work permit applications from certain CSQ holders currently in Quebec.

The update adds the Programme de sélection des travailleurs qualifiés and reflects the reopening of the Programme de l’expérience québécoise.

What changed?

  1. The listed qualifying Quebec economic programs now include the PSTQ and the PEQ, which IRCC says reopened from July 2, 2026 to July 2, 2028.
  2. IRCC added more detail about eligibility, supporting documents, offer-of-employment review and officer decision-making.
  3. The category continues to cover employer-specific work permits; it does not create an open work permit for CSQ holders.

Who is affected?

  1. Principal applicants with a qualifying CSQ who currently reside in Quebec and are authorized to work or eligible to restore their work authorization.
  2. Employers in Quebec supporting an eligible CSQ holder with an employer-specific offer of employment.
  3. Applicants under one of the Quebec economic programs listed in the current IRCC instructions.

What this means for you

  1. Eligible applicants may be able to extend work authorization with their current employer or obtain authorization for a new employer without an LMIA.
  2. Applicants must still meet every listed condition, including residence and work-authorization requirements and an employer offer number.
  3. Applications under this category cannot be submitted at a port of entry, and spouses or common-law partners are not eligible merely because the principal applicant holds a CSQ.
