Major change
Some immigration documents remain suspended, and affected foreign nationals cannot use them to travel to Canada while the measures apply.
What happened?
IRCC extended its temporary Ebola-related immigration measures for 60 days, through November 27, 2026.
The measures are based mainly on the last country of residence listed on an immigration application, not on citizenship alone.
What changed?
- Affected temporary resident visas, electronic travel authorizations, temporary resident permit counterfoils and permanent resident visas remain suspended during the extension.
- IRCC continues processing affected new and existing applications but will not finalize them while the measures remain in force.
- A separate boarding restriction continues for foreign nationals who have been in the Democratic Republic of the Congo at any time during the previous 21 days.
Who is affected?
- Foreign nationals who listed the Democratic Republic of the Congo, Uganda or South Sudan as their last country of residence when they applied.
- People with an affected visa, permit counterfoil or electronic travel authorization who planned to travel to Canada.
- Applicants whose immigration application cannot be finalized while the temporary measures apply.
What this means for you
- A suspended document cannot be used to board a plane or travel to Canada, even if it was previously approved.
- The suspension does not extend a document’s expiry date. IRCC says valid documents will reactivate automatically when the measures end or are repealed.
- Status in Canada is not affected solely by these measures. Canadian citizens and permanent residents can return but may face health screening and public-health requirements.
What should you do next?
- 1Check your email for an IRCC suspension notice and review the official temporary-measures page before making travel plans.
- 2Do not send a passport to a visa application centre for finalization while you are affected by the measures.
- 3Use IRCC’s crisis web form if your contact information changed, you have questions or you need to request a case-by-case exemption.
- 4Check the document expiry date separately because the suspension does not extend it.
